My service in the General Assembly over these past 3 sessions for the most part has been gratifying.  However, there are many frustrations which bring "rain on this parade."  Not the least of which is the continuing hostage of good legislation authored by members of the minority party which many times reappear in a subsequent session with authorship by a majority member.  "Politics as usual," might suggest a seasoned pundit.  But I think the public is sick and tired of this kind of duplicity at the local, state and national level!

State Representative Chuck Scheid recently held a press conference to spotlight the Corbin Sparrow, the first car certified under his bill, HB 801.  Scheid presented Corbin Motors with a certificate from the State Environmental Protection Division while also congratulating the newest area Sparrow owner, C.E. Kaum.  If you see him riding about -- ask him about his new car!

Priced at under $15,000, the Sparrow is the first readily available, affordable "Zero Emissions" car in the metro area.

Chuck Scheid is the 17th District State Representative for Cherokee County.

A few examples in the General Assembly of which I am acutely aware will hopefully be instructive:

  • Last year, HB 1187, the Governor's 175 pages of A+ Education Reform for Year 2000, passed both chambers without amendments, although Republicans offered many.  All were rejected along a party-line vote.  Those with the most merit are now being re-introduced by the Governor's Majority Leadership as if they are his brainchild.  Some examples:   
  1. The end of Social Promotion.
  2. The value and necessity of Paraprofessionals in the primary grades.
  3. Education "savings accounts."

  • Senator Bill Stephens (R-51st) for two years has advocated the elimination of certain Boards and Commissions created by the General Assembly which have outlived their usefulness.  A committee was appointed by the leadership to accomplish this laudatory goal, yet Senator Stephens was left out of the deliberations.

  • My efforts last year in SB 293 to raise the driving age and create a safer driving environment for our teens never saw the "light of day."  Now the Governor, having read carefully statewide polls, has introduced his own bill on the subject and my name is never mentioned by him.  I am grateful to the Lt. Governor for his support and input in SB 1, which amends and strengthens SB 293.  With his backing, we will get this legislation passed. 

As long as I have the honor to serve the citizens of the state of Georgia, I will strive for bipartisan solutions to issues of importance to my constituents.  If a member of the "other side of the aisle" submits a good bill, I will make every effort to put politics and partisanship aside for the public good.
